Taiwan Senior High School Scholarship for International Students Program Description

1. Purpose

The Ministry of Education, R.O.C. (MOE) set up this scholarship to encourage local Senior High Schools and Vocational High Schools to recruit international high school students to study in Taiwan, and to provide excellent high school education to these international high school students. The MOE expects high schools in Taiwan to recruit international high school students so as to make their high schools more international.

2. Recipients and Quotas

 a. Excellent International Senior High School Students

      The MOE will consider countries which have signed the “Education Cooperation Agreement / Memorandum as its priority, and will accept 3-5 students from each country, up to total number of 25 students annually.

 3. Scholarship Information

 a. The Name of the Scholarship:

       Taiwan Senior High School Scholarship for International Students.

 b.  Duration of the Scholarship:

        The duration, upon receiving the award, is twelve months and will be issued each month. The scholarship will be calculated by the number of days recipients attend school, if under 1 month.

 c.   Value of the Scholarship:

        The maximum monthly amount is NT$20,000 and includes the following:

           *  Allowance: NT$6,000.

           *  Accommodation and Board: NT$12,000.

           *  Insurance Coverage and Miscellaneous Expenses: NT$2,000.

 d.    The “Allowance” as mentioned above is issued monthly to the recipients by their host schools.  “Accommodation and Board” and “Insurance Coverage and Miscellaneous Expenses” will be collected and paid by host schools.Payment,        

           such as air tickets and insurance coverage are the responsibility of the recipients (parents or guardians).

 e.    Subsidies for Host Schools:

           The MOE offers each host school NT$100,000 in subsidies, if it recruits 3 international students, The actual amount of a subsidy for host schools will be determined by the project that the host school has proposed, and the actual number  of students the host school recruits. All procedures must be signed and approved via the administrative process.

 f.    The MOE will offer tuition and miscellaneous expenses for recipients. Host schools should put these expenses as an additional expense on Attachment 3, when applying for subsidies from the MOE.

 g.   If the host school is a public school and belongs to a city or county government, the subsidy ratio will be according to the subsidy regulations of the central government to the city and county governments. The city and county governments need to prepare a budget invoice, after ratification by the MOE.

4. Application and Review Procedures:

  a.  School Calendar Year for International Students:

          In order to match the schools’ semesters, the international students will only enroll at the school they are applying to during the Fall or Spring Semester.

  b.  The Selection of International Students:

        The application and detailed regulations will be established by overseas missions of the R.O.C, and upon recommendation of qualified students to the MOE after this program is announced. The MOE will assign students to suitable  schools  after an evaluation process.

  c.   Application Requirements:

          *  Must be a current senior high school student between the age of 15 to 18.

          *  Must have a recommendation letter by a current high school administrator or principal and certified by the overseas mission of the R.O.C .

          *  Good conduct, above average school grades, independent, able to adjust, fluent English skills. Students with basic Chinese skills will be receive first consideration.

          *  Students who are not citizen of Taiwan, R.O.C.

          *  Students who are not immigrant from Taiwan.

          *  Conform to other admission requirements of Embassy of Taiwan, R.O.C. 

         Students who have dual nationality and have cancelled their Taiwan nationality by the Department of Interior of Taiwan, can not apply for this program, within eight years.

 d.   Host Schools:

         The MOE will request and select schools that are willing to become involved during the initial pre-test phase.

         Schools should apply with the following required documentation:

           *  A certification of registry. (public schools are not required)
           *  Subsidy application (see attachment 1,2,3 as example)
           *  Two copies of the host proposal: Including international students orientation, Chinese language program and language test for minimum of 180 hours, general courses, cultural courses and other activities. Accommodation arrangements (arrangement by school of dormitory or host family will based on individual case), life and adjustment guidance, the meeting of host families, the regulations of international student management and a budget.

5. Subsidy Request and Expenditure Report

          a.   Authorized host schools should send their budget invoices within one month after being authorized. Within one month after the program has ended, host schools should send out their budget balance sheets (as attachment 4), international student lists and achievement reports to the MOE.

          b.  Scholarship Request and Expenditure Report

                 Based on the recipient list, host schools apply for the total amount of the scholarship from the MOE, and issue scholarships on a monthly basis after the recipients arrive at school. Within one month after the program was ended, host schools should send out their budget balance sheets.

         c.  Insurance:

               After the recipients arrive in Taiwan, host schools need to purchase health insurance premiums for international students and accident insurance for host teachers and students which will be paid from the scholarship.

 6. The Obligation of Subsidized Host Schools

        a.   Subsidized host schools should attend a press conference in order to share their experiences; provide written reflections and promote this project after their experiences .

       b.   Subsidized host schools should follow all regulations and inform the MOE before any modifications are required; provide the MOE with a written explanation and return the budget, if the project is cancelled.

  1. Subsidized host schools should request recipients to get medical and accidental insurance from their home country before arrival, and to purchase health insurance for recipients and accident insurance for host teachers and students.
  2. Subsidized host schools should assign a counselor to assist recipients, and strictly monitor recipients’ during their host school experience. If recipients failed to follow the rules, recipients will be dismissed from their host school and be sent back  

             to their home country.

7. Final Assessment

Host schools with outstanding performance will be rewarded by the MOE, and will be able to partake in any future related
